FFY 2026 Locally Administered Projects Program (LAPP)

Following meetings with the LAPP Steering Committee, CAMPO staff provided a recommended FFY 2026 Target Modal Investment Mix and recommendations for updates and changes to the Program. The Target Modal Investment Mix and the proposed changes were posted for public comment from May 28 - August 20. The TCC discussed the proposed program updates at the August TCC meeting and expressed concerns regarding the thresholds for ROW project requests. After discussion, the TCC is providing two modified recommendations. The first change is requiring 30% design and demonstrated public engagement when applying for ROW funding and having requested ROW authorization prior to applying for construction funding. The TCC also recommended directing CAMPO staff to explore modifications that might change the LAPP Program to a multi-year approval program, with a presentation of staff findings by the end of May 2025. A public hearing, approval of the modified LAPP FFY2026 recommendations proposed by the TCC and the Target Modal Investment Mix, and the opening of CAMPO’s One-Call-for-All call for projects are anticipated to be considered by the Executive Board at the August 21st Executive Board Meeting. Requested Action: Action Conduct the public hearing and consider approval of FFY 26 LAPP program and open the One Call for All.
