Ben Howell, CAMPO Staff
Body
The TCC considered and recommended approval of the Recommended FY 2025 Wake Transit Work Plan at the meeting on June 6th, and the Executive Board approved the Recommended Work Plan at their meeting on June 12th. The GoTriangle Board of Trustees considered the Recommended Work Plan at their meeting on June 17th, but did not approve the Work Plan, instead sending it back to CAMPO for consideration of an interim budget while the Wake Transit Conference Committee considered the Significant Concern relating to the amount of Vehicle Rental Tax revenue to be included in the FY 2025 Wake Transit Work Plan. The Wake Transit Conference Committee met on July 8th and voted to revise the Recommended FY 2025 Wake Transit Work Plan to include $2.528 Million of Vehicle Rental Tax revenue in the Work Plan, while deferring any decision on inclusion of Vehicle Rental Tax revenue in future years’ Work Plans to allow the lead agencies to go through mediation.
CAMPO staff will provide an overview of the changes to the Recommended FY 2025 Wake Transit Work Plan, which consist of the following:
• Reducing the amount of Vehicle Rental Tax revenue from $5.056 Million to $2.258 Million
• Increasing the amount of capital fund balance transfer from $10.3 Million to $12.86 Million
• Increasing CAMPO Project TO002-AY (Transit Plan Administration - Administrative Expenses) by $25,000 (from $47,230 to $67,230) for mediation costs for the Wake Transit Conference Committee
• Increasing GoTriangle Project TO002-C (Transit Plan Administration - Contracted Services) by $25,000 (from $28,285 to $53,285) for mediation costs for the Wake Transit Conference Committee
The TPAC considered the revised Recommended FY 2025 Wake Transit Work Plan at its meeting on July 18th, and unanimously recommended approval. The TPAC recommendation was broken into the following four parts:
1. Recommend approval of a revised FY 2025 Wake Transit Work Plan operating budget to include $2.528 Million of Regional Transit Authority Vehicle Rental Tax (VRT) revenue consistent with the direction of the Wake Transit Conference Committee; and
2. Recommend the FY 2025 Wake Transit budget be balanced by drawing from the capital fund balance; and
3. Recommend project funding increases for TO002-AY and TO002-C to accommodate the estimated mediation costs of $50,000 for the Wake Transit Conference Committee; and
4. Recommend CAMPO add language to the Recommended FY 2025 Wake Transit Work Plan to explain the decision for FY25 and plan to address future year VRT allocations through the Conference Committee mediation process.
The TCC considered the Recommended FY 2025 Wake Transit Work Plan as recommended by the TPAC at their meeting on August 1st. It was noted in the presentation to the TCC that GoTriangle had voiced concerns about the language in the Recommended Work Plan, and the fact that the GoTriangle Board of Trustees may not approve the Work Plan with the language recommended by TPAC, and submitted a letter providing alternative language (attached). The TCC considered the GoTriangle revision and additional language proposed by Wake County. After substantial discussion, the TCC recommended the Executive Board approve the Recommended FY 2025 Wake Transit Work Plan, with the modified language proposed by Wake County. The revised Work Plan recommended by the TCC has been attached.
The GoTriangle Board of Trustees held a Special Meeting on August 7th, where they considered the Recommended FY 2025 Wake Transit Work Plan. The GoTriangle Board considered the TPAC recommendation, and the revised Work Plan recommended by the TCC. The GoTriangle Board then voted to approve the Work Plan as recommended by the TCC, with a technical change to the language regarding the Vehicle Rental Tax revenue in Section 4.1 (page 88 of the Work Plan). Below is the language that was revised and approved unanimously by the GoTriangle Board:
The TPAC recommended the FY 2025 Wake Transit Work Plan for approval by the Wake Transit Governance Boards on July 18, 2024. The TPAC recommendation included the reduced portion of the Vehicle Rental Tax voted on by the Conference Committee for FY25. The TCC has recommended a work plan that includes this reduced portion for FY25 and includes “TBD” language in the Financial Model and Assumptions for FY 2026 and beyond that will be updated upon the conclusion of the Conference Committee process.
The revised Recommended FY 2025 Wake Transit Work Plan, as approved by the GoTriangle Board of Trustees, has also been included in the agenda packet.
Also included in the agenda packet is the revised Agreement Groupings and Project Deliverables for the Recommended FY 2025 Wake Transit Work Plan, which have been updated to include the increased costs of Projects TO002-AY and TO002-C for the mediation that the Wake Transit Conference Committee agreed to enter into.
Requested Action: Action Consider the following three actions: 1) Approve the Recommended FY 2025 Wake Transit Work Plan, which has been revised based on action by the Wake Transit Conference Committee, and further revised to match the language approved by the GoTriangle Board of Trustees; 2) Approve the proposed project agreement groupings and deliverables, revised based on the Recommended FY 2025 Wake Transit Work Plan; and 3) Authorize the Executive Director to execute all FY 2025 Work Plan project-level agreements to which CAMPO is a party.
