FFY 2023 FTA Section 5307, 5340, and 5339 Raleigh Urbanized Area Sub-allocations

Each year, the Federal Transit Administration (FTA) apportions formula grant funding for use within the Raleigh Urbanized Area (UZA) to a locally selected and federally recognized designated recipient. These funds include the Section 5307, 5340 and 5339 programs. The City of Raleigh is and expects to continue to function as the designated recipient of these formula grants for the Raleigh UZA. The designated recipient is responsible for coordinating with the other providers of public transportation services in the Raleigh UZA and the MPO to develop a sub-allocation method for distributing annual formula funds received from the FTA.

 

In April 2017, the CAMPO Executive Board adopted an updated Memorandum of Understanding (MOU) between the City of Raleigh, Town of Cary, GoTriangle, Wake County and CAMPO.  The MOU served as the MPO and designated recipient-endorsed sub-allocation policy of federal formula transit grants apportioned to the Raleigh UZA.   The 2017 MOU, first applied to the Federal Fiscal Year (FFY) 2017 Raleigh UZA apportionment, applied for five (5) years from the date of the latest MOU signature to provide a level of consistency and financial planning certainty to the providers receiving the funds.  The MOU was expected to be updated early in fiscal year (2023) following the release of 2020 Census data that was expected to be used by the FTA in the FFY2023 full apportionment announcement.

 

In October 2022 the FTA released the 2020 Census data and announced the then upcoming FFY 2023 apportionment would be based on 2010 Census data and not the latest 2020 Census data.  The City of Raleigh agrees in coordination with the Town of Cary, GoTriangle, Wake County and CAMPO, CAMPO will develop the sub-allocation of the FFY 2023 funding sources based on the same funding distribution methodology outlined in the 2017 MOU agreement between the partners an using the 2010 Census data. Per federal requirement, the MPO must concur with the sub-allocation of UZA federal formula grants and the programming of projects that will make use of the funding and request that FTA disburse the requested funds to eligible direct grant recipients in accordance with the sub-allocation.

 

The CAMPO Executive Board approved the attached updated MOU - Attachment B with the same 2017 methodology in February 2023 for the parties to enter into for the FFY2023 allocation using the 2010 Census data. The sub-allocation formula methodology is identical to the April 2017 agreement. The full FFY2023 apportionment was announced by the FTA in January.  A split letter and the pages from the sub-allocation worksheets that determine the amounts to be disbursed to each eligible partner grant recipient are provided in Attachments C, D and E.  It’s anticipated the FTA will use the 2020 Census data for funding distributions for the FFY 2024 appropriation and the parties will use 2023 to analyze the impact of the 2020 Census data to future sub-allocations and update the Raleigh UZA funding distribution methodology and agreement accordingly.

 

Requested Action: Action nApprove the sub-allocation for the Raleigh urbanized area funding partners for FFY 2023 Section 5307, 5340, and 5339 FTA funds and the attached split letter.
