DRAFT 2055 MTP Goals, Objectives, and Performance Measures

The Metropolitan Transportation Plan is the region’s long range transportation plan and includes both a fiscally constrained element as well as an unconstrained vision plan element known as the Comprehensive Transportation Plan (CTP).  As such, this plan serves as both the region’s federally recognized MTP and state recognized CTP.  This plan is required to be updated every four years.  Our region’s MTP is developed jointly with the DCHC MPO.  While this is an ongoing process, the focus over the last 20 months has been on updating technical processes and tools.  A more active phase of MTP development will begin in the coming months.  The initial development schedule is included below:

 

Draft 2055 MTP Schedule Overview:

• November 2023 - Begin public engagement.

• February 2024 - Approve goals and objectives for use in MTP development.

• May/June 2024 - Approve performance measures for use in MTP development.

• Fall 2024 - Begin alternatives analysis development

• February 2025 - Deficiency analysis.

• June 2025 - Finalize alternatives analysis and development of preferred option.

• August 2025 - Finalize preferred option and apply fiscal constraint.

• November 2025 - Approve 2055 MTP, pending Air Quality (AQ) conformity analysis.

• February 2026 - Adopt 2055 MTP, with Air Quality (AQ) conformity analysis.

 

The goals, objectives, and performance measures will also go through review and refinement that will begin this fall with a stakeholder and public review and engagement phase.  This will include a public survey.  The results will be shared with both MPO boards at a planned joint MPO Board meeting in January 2024.  The overall initial public engagement strategy is under development and is included as an attachment.  Next steps in the 2055 MTP development include:

 

§                     Review and refinement of draft goals, objectives, and preliminary performance measures

 

§                     Continued development of technical tools and datasets

 

§                     Development of various “what if” scenarios for early testing.
