FY 2025 Unified Planning Work Program

The FY 2025 Unified Planning Work Program (UPWP) draft is attached for review. The UPWP outlines the anticipated work plan and budget for the MPO for the fiscal year. In FY 2025, the MPO anticipates continuing to deliver the core programs of the MPO, including the Locally Administered Projects Program, Triangle Regional Model, Metropolitan Transportation Plan, Transportation Improvement Program, Public Involvement Program, Wake Transit Program, Regional Mobility Management Program, and Congestion Management Process.
Several special studies from FY 24 will continue into FY 25. These include the Wake Transit Plan update, the Northwest Harnett Transit Study, the Apex Railyard Relocation Study, Triangle Bikeway NEPA/Design project, and the CAMPO Regional Multimodal Safety Plan. New projects for inclusion in the FY 25 work program are the CAMPO/DCHC MPO Joint Strategic Rail Study, the BRT Extensions Concept of Operations Study from RTP to Clayton, the Northwest Area Study, and the implementation of the new updated Bicycle/Pedestrian element of the MTP.
Other elements of note in the UPWP are the MPO’s self-certification of meeting federal planning requirements (Appendix C); the anticipated transit planning work to be performed by transit agency partners (Tables 4 and 5) using federal funds; and a summary of anticipated general MPO activities and funding sources in the coming year.
The FY 25 UPWP has been available for a 30-day public review and comment from January 22, 2024 through February 21, 2024. A public hearing will be held at the February 21, 2024 Executive Board meeting. The Executive Board is anticipated to consider adoption of the FY 25 UPWP at its February 21, 2024 meeting. The TCC recommended approval of the FY 25 UPWP at its February 1, 2024 meeting.
Requested Action: Action Adopt the FY 25 Unified Planning Work Program and the Resolution Certifying the MPO Planning Process.
