Body

CAMPO and GoTriangle staff will provide an overview of the Recommended FY 2025 Wake Transit Work Plan, including proposed projects and budget information.  The Draft FY 2025 Wake Transit Work Plan was released by the TPAC on February 21st for a 30-day public comment period, which ran from February 26th through March 26th.  In late March and early April public comments that were received during the comment period were reviewed and considered by project sponsors and CAMPO Wake Transit Program staff. On March 26th, the Program Development Subcommittee held a meeting to review revenue and expenditure assumptions, discuss any changes to project assumptions, and to recommend projects for inclusion in the Recommended FY 2025 Wake Transit Work Plan. The subcommittees agreed that the scope details and assumed expenditures associated with the projects included in the attached draft of the Recommended FY 2025 Wake Transit Work Plan were appropriate to move forward for investment.

The TPAC considered the Recommended FY 2025 Wake Transit Work Plan at its meeting on May 29th.  The TPAC was presented two budget options to consider: one option with the Wake County portion of the Vehicle Rental Tax revenue included in the Work Plan and one option with the Wake County portion of the Vehicle Rental Tax revenue excluded from the Work Plan.  There was discussion by TPAC members about the fact that Governance Interlocal Agreement (ILA) includes reference to the Vehicle Rental Tax revenue and states that it shall be included as a Wake Transit revenue in accordance with the Financial Plan adopted with the Wake Transit Plan, and concern about recommending a budget that does not comply with the requirement in the ILA.  The TPAC voted to recommend the Work Plan with the budget option including the Vehicle Rental Tax Revenue to the Wake Transit Governing Boards.  The TPAC vote was 20 members in favor, and 2 members against, with both voting members from GoTriangle voting against the motion. The TCC recommended approval of the FY 2025 Work Plan Project Groupings and Deliverables with one dissenting vote.

The Recommended FY 2025 Wake Transit Work Plan has been released for a 14-day Public Comment period from May 30th through June 12th, and the Executive Board will hold a Public Hearing and consider adoption of the Recommended FY 2025 Wake Transit Work Plan at their meeting on June 12th.  The GoTriangle Board of Trustees is scheduled to consider adoption of the Recommended FY 2025 Wake Transit Work Plan at their meeting on June 17th.

Also included in the agenda packet is the Agreement Groupings and Project Deliverables for the Recommended FY 2025 Wake Transit Work Plan, which the TPAC at their May 29th meeting.  The TPAC voted unanimously to recommend approval of the proposed Agreement Groupings and Project Deliverables.
