FFY 2024 FTA Section 5307, 5340, and 5339 Raleigh Urbanized Area Sub-allocations

Each year, the Federal Transit Administration (FTA) apportions formula grant funding for use within the Raleigh Urbanized Area (UZA) to a locally selected and federally recognized designated recipient. These funds include the Section 5307, 5340 and 5339 programs. The City of Raleigh is and expects to continue to function as the designated recipient of these formula grants for the Raleigh UZA. The designated recipient is responsible for coordinating with the other providers of public transportation services in the Raleigh UZA and the MPO to develop a sub-allocation method for distributing annual formula funds received from the FTA for the urbanized area.

 

In April 2017, the CAMPO Executive Board adopted an updated Memorandum of Understanding (MOU) between the City of Raleigh, Town of Cary, GoTriangle, Wake County and CAMPO.  This MOU was to serve as the five-year sub-allocation policy for the federal formula transit grant funds apportioned to the Raleigh UZA from FFY 2017 through FFY 2022.  

 

In October 2022, for FFY 2023 the FTA released the 2020 Census data but announced the apportionment would be based on the 2010 Census data and not the latest 2020 Census data.  The City of Raleigh in coordination with the Town of Cary, GoTriangle, Wake County and CAMPO agreed, CAMPO would develop the Raleigh urbanized area FFY 2023 sub-allocation based on the same funding distribution methodology outlined in the 2017 MOU agreement between the partners using the 2010 Census data. In February 2023, the CAMPO Executive Board approved a FFY 2023 MOU for one year for the parties to sign to reflect the updated agreement.

 

For FFY 2024, the FTA announced the apportionment amounts in April 2023 based on the 2020 Census data.  For the Raleigh UZA FFY 2024 sub-allocation formula methodology, the parties have agreed via an updated FY24-FY26 MOU (Attachment B) to use the FFY 2023 sub-allocated annual amounts to the parties as a hold-harmless base amount and using the 2020 Census data and the federal formula for urbanized areas greater than one million in population to calculate the total sub-allocation amounts for the parties.  For this year the town of Morrisville and Johnston County Area Transit Services are parties to the sub-allocation formula.

 

Find attached a split letter to the FTA and the sub-allocation worksheets that determine the amounts to be disbursed to each eligible partner grant recipient.  (Attachments C, D, and E.)  Per federal requirement, the MPO concurs with the sub-allocation of UZA federal formula grants and the programming of projects that will make use of the funding and asks that FTA disburse the requested funds to eligible direct grant recipients in accordance with the sub-allocation letter.

 

 

Requested Action: Action n Approve the sub-allocation for the Raleigh urbanized area funding partners for FFY 2024 Section 5307, 5340, and 5339 FTA funds and the attached split letter.
