Recommended FY 2026 Wake Transit Work Plan and Project Groupings and Deliverables

Staff will provide an overview of the Recommended FY 2026 Wake Transit Work Plan that was presented at the May 1st TCC meeting. The TPAC voted to recommend the Work Plan with the inclusion of the same proportion of Vehicle Rental Tax Revenue as was in the FY 2025 Wake Transit Work Plan to the Wake Transit Governing Boards. The TPAC vote was 13 members in favor, and 1 member against, with the voting member present for GoTriangle voting against the motion.
The Recommended FY 2026 Wake Transit Work Plan was released for a 14-day Public Comment period from May 1st through May 15th. The Executive Board held a public hearing for the Recommended FY 2026 Wake Transit Work Plan at their meeting on May 21st. The Executive Board is to consider adoption for the FY 2026 Wake Transit Work Plan at this meeting, and the GoTriangle Board of Trustees is scheduled to consider adoption at their meeting on June 25th.
Included in the agenda packet is the Agreement Groupings and Project Deliverables for the Recommended FY 2026 Wake Transit Work Plan, as well as the sample agreements for the Work Plan projects. The TPAC considered these items at their May 15th meeting and voted unanimously to recommend the proposed Agreement Groupings and Project Deliverables, as well as the sample agreements for the Work Plan projects.
At the June 5th TCC meeting, the committee voted to provide a favorable recommendation to both the FY 2026 Wake Transit Work Plan and the Agreement Grouping and Project Deliverables for the Work Plan. This recommendation also stipulated language regarding the Vehicle Rental Tax (VRT) in that the Executive Board should consider the Wake Transit Conference Committee’s decision regarding VRT for their motion of approval for the FY 2026 Wake Transit Work Plan.
On June 10th the Conference Committee met to discuss the 2025 Significant Concerns brought forth by GoTriangle regarding VRT. The Conference Committee voted to allocate $0 VRT for FY 2026. The financial assumptions for FY 2027 and future years will retain a “TBD” (to be determined) status for future VRT allocations. The determination of future VRT funding remains under consideration by the Conference Committee as part of the unresolved 2024 Significant Concerns.
Requested Action: Action 1) Approve the FY 2026 Recommended Wake Transit Work Plan; 2) Approve the proposed project agreement groupings and deliverables; and 3) Authorize the Executive Director to execute all FY 2026 Work Plan project-level agreements to which CAMPO is a party
