FY 2025 Quarter 3 Wake Transit Work Plan Amendment Requests

Body

Eight (8) amendments to the fiscal year (FY) 2025 or a prior year Wake Transit Work Plan have been requested by CAMPO, the Town of Cary, the Town of Knightdale, the Town of Morrisville, and Wake County for consideration by the TPAC in the 2nd quarter of FY 2025. The amendments were reviewed by CAMPO staff to determine the appropriate amendment type classifications (major versus minor) as outlined in the Wake Transit Work Plan Amendment Policy. All eight (8) amendment requests were categorized as Major Amendments due to meeting at least one of the following reasons:

 

1)                     Amendment request involves a significant change in scope;

2)                     Amendment request involves a project requested to be added to the Work Plan; or

3)                     Amendment request involves a financial impact requiring a change in budgeted reserves or fund balance.

 

The amendment requests were released for public comment between December 9, 2024, and January 10, 2024. Four (4) public comments were received in response to the amendment requests.

A scope and financial disposition for the amendment requests was developed by the Program Development Subcommittee and unanimously recommended to the TPAC at its meeting held on December 19, 2024, with the following findings:

                     The proposed expanded Sunday service for the Morrisville Smart Shuttle is appropriate;

                     The proposed fund supplementation of GoWake Access Administration is appropriate;

                     The proposed addition of funds to CAMPO’s Wake Transit Plan Update project for consultant assistance with public engagement efforts is appropriate; 

                     The proposed addition of funds for the GoCary Regional Bus Operations and Maintenance Facility is appropriate;

                     The three separate proposals for funds to replace vehicles for GoWake Access are appropriate;

                     The proposed addition of funds for the Knightdale Boulevard Corridor Pedestrian Improvements is appropriate;

 

Following the December Program Development TPAC Subcommittee meeting, Wake County requested to amend their request for vehicle replacements for vehicles that are not on GoWake Access’s state vehicle replacement plan for eligibility under 5311 from 20 vehicles to 19 vehicles, removing one non-revenue vehicle from the request. The original request was for $2,226,883. Their updated request modifies this to a lesser sum of $2,197,644, for a difference of ($29,239). TPAC reviewed this modification to the request and included this modification in their unanimous recommendation of approval to the governing boards at their January 23, 2025, meeting. The TCC reviewed the amendment requests at their February 6, 2025 meeting and offered a unanimous recommendation of approval to the Executive Board. 

 

Requested Action: Action Approve the FY 2025 Quarter 3 Wake Transit Work Plan amendment requests.
