SPOT 8 Update: Draft Project Submittal Lists

NCDOT has launched the next cycle of the State’s Prioritization for transportation, Prioritization 8. This cycle will be used to develop the 2028-2037 STIP, anticipated for adoption in the summer of 2027. The SPOT cycle has several actionable steps by the MPO, the first being adoption of a project list to submit for prioritization scoring. All MPOs/RPOs/Divisions are given a number of submittals for projects per mode. This year the SPOT office has announced a reduction in the number of project submittals, with CAMPO having 34 project slots per mode.

 

The MPO will develop this list using its set methodology, adopted by the CAMPO Executive Board in 2018, to determine the projects it will submit in coordination with the respective NCDOT Divisions. The currently adopted Public Participation Plan requires that CAMPO hold a 30-day public comment period as well as public hearing before submitting the projects. With the deadline to submit projects in late September 2025, CAMPO Staff anticipate holding public comment between August – September 2025, with the public hearing to be held at the September 17, 2025, Executive Board meeting.

Requested Action: Action Conduct public hearing. Consider approval of the P8 candidate project lists for submittal to NCDOT’s prioritization process and direct staff to maximize coordination with Division Engineers which may result in alternate projects being submitted with Chair approval.
