Updates to the Air Quality Memorandum of Agreement (MOA)

The North Carolina Division of Air Quality (DAQ) has requested that the Capital Area MPO execute an updated Air Quality Conformity Memorandum of Agreement (MOA). The MOA is a critical part of the State Implementation Plan (SIP) that is required for the air quality conformity process under the National Ambient Air Quality Standards of the Clean Air Act. MOA partners including the North Carolina Division of Air Quality (NCDAQ), the North Carolina Department of Transportation (NCDOT), the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), the Environmental Protection Agency (EPA), and the North Carolina Department of Environment and Natural Resource (NCDENR) have been asked to execute the document as well.
The Capital Area MPO and the North Carolina DAQ finalized updates to the document in June. A copy of the final MOA is enclosed as an attachment.
Requested Action: Action Authorize the Executive Director to execute the updated Air Quality MOA.
