Apex Pleasant Park Access Study Interlocal Agreement

Per the adopted FY26 UPWP, the Capital Area Metropolitan Planning Organization (MPO), in partnership with the Town of Apex, invited qualified consulting firms or persons to submit Requests for Qualifications (RFQ) to examine adding additional multimodal access to Pleasant Park. The study will evaluate the viability of new access to the park at up to five locations, with the intent being to address the park’s lack of existing multimodal facilities. The RFQ was posted for consultant response between November 3, 2025, and December 17, 2025. The RFQ selection committee, comprised of staff from the Town of Apex, CAMPO, and NCDOT, met on January 12, 2026 and subsequently selected Vanasse Hangen Brustlin, Inc. (VHB) as the preferred consultant for this study. The arrangement to pay for this study, as outlined in the UPWP and memorialized in this Interlocal Agreement (ILA), is for the Town of Apex and CAMPO both to contribute $75,000 toward the project’s two-year, $150,000 budget. The project will not exceed the programmed budget.

 

Requested Action: Action Approve the attached Apex Pleasant Park Access Study Interlocal Agreement and authorize CAMPO’s Executive Director to execute the Interlocal Agreement
