Each year, the Federal Transit Administration (FTA) apportions formula grant funding for use within the Raleigh Urbanized Area (UZA) to a locally selected and federally recognized designated recipient. These funds include the Section 5307, 5339 and 5340 programs. The City of Raleigh is and expects to continue to function as the designated recipient of these formula grants for the Raleigh UZA. The designated recipient is responsible for coordinating with the other providers of public transportation services in the Raleigh UZA and the MPO to develop a sub-allocation method for distributing annual formula funds received from the FTA. The MPO is also required to concur with the designated recipient's annual sub-allocation of formula grants to eligible providers.
In October 2022 the FTA released the 2020 Census data and announced the upcoming FFY 2023 apportionment would be based on 2010 Census data and not the latest 2020 Census data. The City of Raleigh, the federally recognized designated recipient of these funds in coordination with the Town of Cary, GoTriangle, Wake County and CAMPO. CAMPO developed the sub-allocation of FFY 2023 funding sources based on the funding distribution methodology outlined in the 2017 MOU agreement between the City of Raleigh, Town of Cary, GoTriangle, Wake County and CAMPO using 2010 Census data.

In February 2023, the CAMPO Executive Board adopted an updated Memorandum of Understanding (MOU) between the City of Raleigh, Town of Cary, GoTriangle, Wake County and CAMPO to mirror the 2017 MOU for one year until the FTA's use of the 2020 Census data. FTA used the 2020 Census data to formulate the FFY 24 apportionments. The updated FY 24 MOU serves as the MPO and designated recipient-recommended sub
-allocation policy/methodology for federal formula funds apportioned to the Raleigh UZA for FFY 24 through FFY26.
