SPOT 8 Update - Regional Impact Tier Local Input Points Assignment

In late Spring 2026, the NC Department of Transportation released technical scores for all SPOT 8 projects along with the draft list of programmed Statewide Mobility projects. Statewide Mobility projects that are not programmed are eligible for consideration of programming with Regional Impact funds, a process referred to as “cascading”.
A target modal mix recommendation was presented to the Executive Board at their June 17th meeting and was approved for use in the Regional Impact Local Input Points (LIPs) assignment. The target modal mix is a component of the MPO’s adopted prioritization methodology that guides staff in the development of a draft point assignment.
The MPO has assigned 2500 local input points to Regional Impact and cascaded Statewide Mobility projects. This includes recommendations on point donation to neighboring MPOs/RPOs for submission on our behalf. A draft point assignment for the 2500 local input points for all transportation modes based on the adopted prioritization methodology was posted to the CAMPO website on July 17th and reviewed by the CAMPO SPOT Subcommittee made up of TCC members. The point assignment will be posted for public review and comment through August 18, 2026, on the CAMPO website. The TCC and Executive Board will be asked to recommend and approve the final point assignment for the Regional Impact category at their respective August meetings.

Requested Action: Action Conduct Public Hearing. Approve the recommended Regional Impact LIP, accept donated Local Input Points for their respective projects, and direct staff to maximize coordination with Division Engineers which may result in point adjustments with Chair approval.
