Mobility Management Program Implementation Study Funding Agreement Amendment

The Mobility Management Program Implementation Study is programmed in the FY 22 and FY 23 adopted Unified Planning Work Programs for CAMPO and the budgets of Wake County, the Town of Cary, and the City of Raleigh. The cost of the study will be shared between the parties per the partner’s funding agreement signed August 9, 2021. CAMPO entered into the study contract with preferred expert, mobility management consultant Nelson Nygaard on August 11, 2021, for fiscal year 2022 to conclude by the end of FY 2023. The study is underway and ongoing. The total cost of the study is $120,000, of which CAMPO will pay for 42%, not to exceed $50,000 over the course of FY 22 and FY 23. It was anticipated over the course of FY 22, Wake County would pay 42%, not to exceed $50,000, the Town of Cary and the City of Raleigh would each pay 8%, not to exceed $10,000.
The funding parties have agreed to amend the originally approved agreement to adjust and clarify the effective fiscal periods for reimbursement billings and invoices to be timely provided on or by the end of fiscal year 2023. Partner agency FY 22 budgeted billing expenditures are adjusted and may now be billed in FY 23. CAMPO FY 22 and FY 23 budget expenditures and funding are unchanged. All other contract terms will remain in full force and effect. This amendment is to be reflected in the amended FY 23 UPWP. A copy of the original funding agreement is Attachment B and the amended funding agreement is Attachment C while the signed study contract is Attachment D.
Requested Action: Action Authorize the Executive Director to sign the Funding Agreement Amendment for the Mobility Management Program Implementation Study.
