Raleigh UZA Federal Transit Formula Funding MOU

In order to facilitate the sub-allocation of Federal Transit Administration (FTA) formula grants that are available to the Raleigh Urbanized Area, the MPO enters into a Memorandum of Understanding with transit partners from across the region. The funds covered by this MOU include the Section 5307, 5339(a) and 5340 programs. The City of Raleigh is the Designated Recipient of these funds, and is responsible for coordinating with other public transportation providers in the region and the MPO to develop the sub-allocation methodology. The MPO is required to concur in the Designated Recipient’s annual sub-allocation of these funds to eligible transit providers.

 

This MOU is intended to be in effect for formula grants allocated to the Raleigh UZA in Federal Fiscal Year 2026 and Federal Fiscal Year 2027. The MOU includes as an attachment an accompanying methodology guide document to detail the sub-allocation formulas agreed to by the partners. While previous iterations of this MOU have been longer in term, there is a desire on the part of regional partners to revisit the sub-allocation methodology in light of changes to calculations for the Raleigh UZA resulting from population increase. A working group will convene to discuss changes during the coming months with a goal of developing a longer-term MOU for future sub-allocation activities.

 

Parties to this MOU include the City of Raleigh, Town of Cary, Town of Morrisville, Town of Apex, JCATS, Wake County, GoTriangle and CAMPO. While this document is under final legal review by partner agencies, there are no major edits anticipated due to extensive prior legal and staff reviews on the drafts.

 

Requested Action: Action Recommend the Executive Board approve the final MOU.
