Congestion Management Process - Status of the System FY 2025 Report

The FY 2025 Status of the System Report evaluates regional congestion conditions using the updated Congestion Management Process (CMP), which is directly derived from and aligned with the 2050 Metropolitan Transportation Plan (MTP), Connect 2050. Using six fiscal quarters of INRIX data from the RITIS’ Probe Data Analytics (PDA) platform, the report identifies the region’s most severe bottlenecks, quantifies delay and reliability trends, and assesses how congestion affects freight movement, safety outcomes, and multimodal system performance. Findings show that while the CAMPO planning area continues to experience comparatively low congestion nationally, total delay, duration, and economic costs have increased since 2023, with recurring hotspots along I 40, US 1, US 70, and I 540. Freight reliability challenges and the overlap between major bottlenecks and the Blueprint for Safety’s High Injury Network (HIN) highlight the operational and safety implications of congestion. The report concludes that CAMPO’s planned investments through its MTP development process and highlighted in the CMP and Status of the System Report are well aligned with documented needs and will be essential to improving reliability and supporting regional growth.
