The Locally Administered Projects Program (LAPP) FFY28 Call for Projects is anticipated to open August 18, 2026. CAMPO staff and the LAPP Steering Committee recommend the increase of total programming allowance from currently $25 million to $35 million for LAPP FFY28 investments. The Target Modal Investment Mix is recommended to remain at the same modal percentage split as it has for the past seven years with the additional total programming allowances to adjust within those parameters. The proposed changes and Target Modal Investment Mix are posted for public comment from July 20 - August 18, 2026. A public hearing for the anticipated approval of the LAPP FFY2028 recommendations and Target Modal Investment Mi and the opening of CAMPO’s One-Call for-All call for projects will be held August 19, 2026, at the Executive Board meeting.
Requested Action: Action Recommend the Executive Board approve the FFY 2028 LAPP Program and opening of the annual One-Call-for-All for LAPP and UPWP projects.
