Update to the CAMPO Public Participation, Title VI, and Limited English Proficiency Plans

The Capital Area MPO has a Public Participation Plan (PPP) that describes how the MPO involves the public in developing transportation plans and related policy documents. This plan also includes the MPO's Title VI (Civil Rights) and the Limited English Proficiency (LEP - also referred to as Language Assistance) Plan.
MPO staff reviewed the existing plans and looked at others from around the state as well as similar MPOs around the nation. A review of the latest federal requirements and guidance related to all three plans was also conducted. These updated documents:
* Include the latest "Communities of Concern" calculations for the Title VI/ LEP Plans
* Add or clarify what the public participation requirements are for adopting, amending, or endorsing plans, policies, and program documents. This was mostly clarifying application to special studies, Wake Transit actions or processes not directly addressed in the current plan.
* Include changes to all three Plans that are consistent with the recent Executive Order 14008, Justice40 Initiative, and other implementation guidance provided by the USDOT (FHWA and FTA) since 2020.
* Integrate related elements from the Updated Wake Transit Community Engagement Policy, and,
* Include revisions to the format and some of the content in order to be more user-friendly and understandable.
Updates to the adopted Public Participation Plan (2020) require a 45-day public comment period and a public hearing. The comment period runs from June 30 to August 16, with a public hearing scheduled for the August 16, 2023 Executive Board Meeting.
