CAMPO Decennial Administrative Review & Update

In April 2022, the Capital Area MPO Executive Board directed CAMPO staff to begin the process to conduct the decennial review of MPO's boundaries, members, and administrative structure. This process is conducted after each decennial Census and was last conducted in 2012. As a part of this effort, the CAMPO Executive Board has requested any member governments or agencies that would be willing to serve, or continue to serve, as the MPO's host agency, known as the Lead Planning Agency (LPA). There were three member agencies that submitted letters of interest to serve as the LPA for CAMPO into the future:
- City of Raleigh
- Triangle J COG
- Town of Cary
The LPA duties are to support and assist in the facilitation of the 3-C transportation planning process generally, and in furtherance of the goals and objectives of CAMPO under the Memorandum of Understanding (MOU). The LPA provides administrative, clerical, financial, technology, and other support services as specified and allocated for in the annual Unified Planning Work Program (UPWP) budget, and all approved budgets and management reports under federal or State contracts with CAMPO. The LPA will provide these services to CAMPO in accordance with the provisions of an LPA agreement.
Triangle J COG and the Town of Cary have been very cooperative and provided additional information requested by the Executive Board at the June meeting. A comparison of estimated operational expenses has been provided as an attachment. The attachment takes into account recognized transition costs as well as typical year operations. Both Triangle J COG and the Town of Cary have agreed in principle to the major elements of the draft agreement. Further work would be needed to finalize any agreement after the Executive Board's decision on a future host agency.
