Prioritization 8 Local Input Point Methodology Update

In the NCDOT Prioritization Process, also known as SPOT, projects are broken into three tiers: Statewide Mobility, Regional Impact, and Division Needs. The Statewide Mobility projects are programmed purely through the project’s quantitative score, but the Regional Impact and Division Needs projects receive Local Input Points (LIPs) as part of their final score. NCDOT requires that the NCDOT Divisions, Metropolitan Planning Organizations, and Rural Planning Organizations submit their agency’s methodology to NCDOT during the Prioritization process.
CAMPO’s LIP Methodology was last updated in 2018 and focuses on an approach to maximize competitiveness of projects submitted throughout its jurisdiction. The update included in this item is purely administrative and does not change the actual methodology.
