North Falls Lake Area Study

The Capital Area Metropolitan Planning Organization (CAMPO) and Granville County embarked on the development of the North Falls Lake Area Study in the FY 2025 Unified Planning Work Program. This was the first area study conducted in the northwest portion of CAMPO's jurisdiction. The study area included roughly the southern half of Granville County and extends into portions of Franklin County and Wake County, as well as the municipalities of Creedmoor, Butner, Stem and Oxford.
Work on this study was performed by the consulting firm Bolton & Menk, Inc. Over the past year, extensive work has been done, and meetings have occurred to review environmental, land use, and transportation proposals. Public outreach has also served as a major component of the planning process.
A total of 15 Core Technical Team, Stakeholder Oversight, and Elected Officials meetings were held for this project, in conjunction with social media, website content, public meetings, and regional “pop-up” events. Presentations updating the TCC and Executive Board have been given at past meetings as well.
The consulting team of Bolton & Menk has completed their study recommendations for presentation. The North Falls Lake Area Study Final Report will be posted for public comment from August 17 - September 15, 2026. Approval of the North Falls Lake Area Study Report will be requested at the Executive Board meeting on September 16, 2026.
