CAMPO Lead Planning Agency Agreement and Transition

In August 2022, the Capital Area MPO Executive Board unanimously voted to designate the Town of Cary as the host agency, known as the Lead Planning Agency (LPA) for CAMPO, effective January 1, 2023. The LPA duties are to support and assist in the facilitation of the 3-C transportation planning process generally, and in furtherance of the goals and objectives of CAMPO under the Memorandum of Understanding (MOU). The LPA provides administrative, clerical, financial, technology, and other support services as specified and allocated for in the annual Unified Planning Work Program (UPWP) budget, and all approved budgets and management reports under federal or State contracts with CAMPO. The LPA provides these services to CAMPO in accordance with the provisions of an LPA agreement.
The draft LPA agreement is attached. This master agreement includes provisions for LPA activities and support services for CAMPO and may be supplemented by additional agreements to provide for the various administrative functions necessary to support day to day operations of CAMPO.
Requested Action: Action Approve the CAMPO LPA master agreement and authorize the CAMPO Executive Board Chair to execute any necessary additional or supplementary agreements to implement the LPA transition.
