The U.S. 1 Council of Planning exists to help preserve and maintain the feasibility of the U.S. 1 Corridor Plan. Originally created in 2007 at the completion of the U.S. 1 Corridor Study and expanded in 2012 following the U.S. 1 Corridor Study Phase II. These studies laid out a plan to upgrade the U.S. 1 route to meet the current and future needs of the jurisdictions along the corridor from I-540 to the Franklin/Vance County Lines. The signatories of the MOU include Raleigh, Wake Forest, Youngsville, Franklinton, GoTriangle, GoRaleigh, Kerr Area Rural Transit System, Wake County, Franklin County, Capital Area Metropolitan Planning Organization, and North Carolina Department of Transportation.
The update to the MOU expands the scope of work to include the Southeast High Speed Rail project between I-540 and the Franklin/Vance County line. The MOU asks signatories to bring forward development cases to the Council to ensure coordination between jurisdictions and minimize impact to the feasibility of the U.S. 1 Corridor Plan and the Southeast High Speed Rail project.
