2050 Metropolitan Transportation Plan Amendment #2 & Air Quality Conformity Determination Report

The Capital Area MPO adopts a new Transportation Improvement Program (TIP) every two years with regularly scheduled amendments each quarter. A draft TIP has been developed that meets the federal requirement stating that the TIP and STIP must be identical.
As a result of changes in the draft STIP/TIP and federal guidance, the Capital Area MPO is required to demonstrate conformity between the MTP and TIP for air quality. A required step is the development of an Air Quality Conformity Determination analysis and report. This is required for updates and changes to the MTP and/or the TIP. A required step in the adoption of the draft 2026-2035 Transportation Improvement Program (TIP) is to ensure that it conforms to the 2050 Metropolitan Transportation Plan (MTP). This includes verifying that the timing, scope, and cost of projects in the plan and program are the same.
CAMPO staff have been working with the NC Department of Transportation, Division of Air Quality (DAQ), Central Pines Regional Council and the NC Department of Environmental Quality (DEQ) to implement the updates necessary for the required air quality conformity determination, including locating and resolving all differences between the latest updates to the draft TIP and the MTP. Copies of the Air Quality Conformity Determination report and the 2050 MTP Amendment #2 are included in the agenda. A public comment period will be open from June 6, 2025, to August 19, 2025, with a public hearing scheduled for August 20, 2025.
Requested Action: Action Recommend the Executive Board approve Amendment 2 to the 2050 Metropolitan Transportation Plan and the Air Quality Determination Report.
