SPOT 7.0 - Division Needs Local Input Point Assignment

NCDOT released the technical scores for all SPOT 7 projects on May 24, 2024 along with the draft list of programmed Statewide Mobility projects. On September 20, 2024 NCDOT released the draft list of programmed Regional Impact projects. Statewide Mobility and Regional Impact projects that are not programmed are eligible for consideration of programming with Division Needs funds, a process referred to as "cascading".  The staff developed a draft point assignment for the 2500 local input points for all transportation modes based on the adopted prioritization methodology and target modal mix.  During October and November, the MPO assigned 2500 local input points to Division Needs and cascaded Statewide Mobility and Regional Impact projects. In coordination with the Mid-Carolina Rural Planning Organization, CAMPO recommends the donation of 400 points to the Mid-Carolina RPO to submit for projects in the recent boundary expansion.

 

The point assignment has been posted to the CAMPO website for public review and comment until November 19, 2024.  Staff will provide all public comments received to the Executive Board at the November 20th, 2024 public hearing and meeting. The Executive Board will be asked to recommend and approve the final point assignment at their November meetings.

Requested Action: Action Conduct public hearing.  Consider approval of the recommended Division Needs Local Input Point assignment and direct staff to maximize coordination with Division Engineers which may result in point adjustments with Chair approval.
