Adoption of Revised Wake Transit Lead Agency Responsibility Matrix

As the Wake Transit Draft Work Plan was being developed, GoTriangle announced that they would no longer serve as the Lead Agency for Wake Transit communications/outreach/engagement beyond the end of FY 2025. TPAC then directed the Lead Agencies to work on a review of all Lead Agency Responsibilities and come back with a proposed revised Lead Agency Matrix. In April, TPAC voted to recommend the assignment of CAMPO as the lead agency responsible for the next Wake Bus Plan update which is reflected in the recommended FY26 Work Plan. TPAC also voted to recommend the assignment of CAMPO as the lead agency for Wake Transit-related engagement and communication activities and a proposed path forward for engagement priorities through FY26. Following that direction, CAMPO staff prepared the attached revised Lead Agency Matrix for review and recommendation by the TPAC, and approval by the Wake Transit Governing Boards. The TPAC unanimously recommended approval of the revised Lead Agency Matrix at their meeting in May. The TCC reviewed the recommendations from TPAC at their meeting on June 5th and unanimously recommended approval of the revised Lead Agency Matrix by the Executive Board.
The TCC discussed the recommendation for CAMPO to take on the Wake Transit-related engagement and communication activities as a Lead Agency but decided to table any recommendation for action until CAMPO can review the new roles, responsibilities, and expectations associated with this new lead agency assignment and have additional internal and external discussion in order to develop a plan for how CAMPO could execute the new responsibilities successfully. The TCC will revisit this issue at an upcoming meeting.
