FY 2019 Wake Transit Work Plan Amendment

GoTriangle has requested an amendment to the FYs 2019-2028 Capital Improvement Program (CIP) component of the adopted FY 2019 Wake Transit Work Plan to increase the amount of Wake Transit Tax Revenues programmed for the Raleigh Union Station Bus Facility in FY 2020 from $1,600,000 to $3,860,00. The basis for the requested increase is to allow GoTriangle to demonstrate local match requirements beyond currently allocated local funding that must be made available for federal grant applications (BUILD and Section 5339 discretionary grants) it is pursuing to support the design and/or construction phases of the Raleigh Union Station Bus Facility.
The Wake County Transit Planning Advisory Committee (TPAC) reviewed the requested amendment and recommended its approval to the CAMPO Executive Board and GoTriangle Board of Trustees, pending any public input received from a 14-day public comment period from August 18th - 31st, after a finding that the requested increase poses no significant impact to the solvency of the Wake Transit financial model. No public comments were received during the public comment period. The TPAC found that the requested amendment would be beneficial to the solvency of the financial model should GoTriangle find success in securing the federal grants for the facility, as the adopted Wake Transit financial model does not assume revenues from federal grants for the facility.
Attachment A contains the background materials supporting the requested amendment, including a summary memo of the amendment request, the completed amendment request form from GoTriangle, and the TPAC Budget and Finance Subcommittee financial disposition memo for the amendment request.
