Title

FFY 2027 LAPP Program

Alex Rickard, MPO Staff

Body

The call for projects for the Federal Fiscal Year 2027 Locally Administered Projects Program (LAPP) closed on October 31, 2025. Since then, CAMPO Staff have worked internally to verify project scoring and have met with the LAPP Selection Panel, who has provided a recommendation of projects to fund.

The recommended list of projects, known as the LAPP Investment Program, will be presented for public comment from January 19, 2026, to February 17, 2026, with a public hearing scheduled for the February 18, 2026, Executive Board meeting. Following the public hearing, the Executive Board may consider action on the draft FFY 2027 LAPP Program.  After approval, local jurisdictions will have from October 1, 2026, to September 30, 2027, to receive federal authorization to begin work on the funded phases of their projects.

Following the January TCC meeting and in response to TCC member comments, CAMPO staff reviewed the federal funding for the LAPP program and engaged the LAPP Selection Committee on expanding the LAPP recommendation.  Based on the current federal funding and allowable overprogramming, CAMPO is confident that the LAPP program can adequately sustain an investment program of $33 million.  With this additional information, the LAPP Selection Committee unanimously agreed to adjust their recommendation to include funding for the Smith Creek Greenway project.  The revised recommendation has been included in the agenda.
