Delegation of Authority to Execute FY 20 Wake Transit Work Plan Project Agreements

Each year, an annual Wake Transit Work Plan that authorizes funding for a range of projects is considered for adoption by the Executive Board. A number of agreements that tie to these projects are also developed, and CAMPO is a signing party for many of them. When the Executive Board adopted the fiscal years (FYs) 2018 and 2019 Wake Transit Work Plans, the actions included authorization for the CAMPO Executive Director to execute/sign any corresponding agreements to which CAMPO is a party.
While staff intended for the same level of authorization to be included in the Executive Board’s adoption of the FY 2020 Wake Transit Work Plan, the language used for the FY 2020 Wake Transit Work Plan adoption was different than previous work plans. Out of an abundance of caution, CAMPO staff is requesting that the Executive Board take action to clearly and expressly authorize the Executive Director to execute all of the FY 2020 Work Plan agreements to which CAMPO is a signing party, including applicable agreements that tie to any subsequent approved Work Plan amendments. A listing of these agreements is provided in Attachment 1. In the future, CAMPO staff will include this or very similar language in requested actions for annual Wake Transit Work Plan adoption.
Requested Action: Action Authorize the Executive Director to execute all agreements to which CAMPO is a party that are part of the FY 2020 Wake Transit Work Plan, and any amendments thereto.
