NCDOT Confident Scope & Cost Estimate (CSCE)

NCDOT has been implementing a number of new processes since 2019 to better understand estimated project costs and to provide more certainty around the cost estimates that are produced.  The Confident Scope and Cost Estimate (CSCE) project milestone is a new project delivery milestone to further those efforts to improve the certainty of our cost estimates.  The CSCE is the cost estimate that is generated once the project team believes that the scope of the project is not likely to change significantly.  NCDOT has a goal of having all projects that are currently scheduled for delivery to meet the new CSCE milestone by September 30, 2027, which should correspond with project submittal phase for the next round of prioritization.  Projects scheduled for delivery that do not achieve the CSCE milestone by September 30, 2027, may be rescheduled to funded for PE only status and have to recompete in a future round of prioritization.  NCDOT will be working with project managers at NCDOT and in local municipalities to help these projects move forward and meet this new milestone. 

 

Brian Wert of the NCDOT STIP Unit will provide a report on the status of CAMPO projects with respect to the new CSCE requirement.
