FY 2024 Draft Unified Planning Work Program

The Unified Planning Work Program (UPWP) represents the work products and budget for the MPO. The Draft FY 2024 UPWP is attached. This work program includes the continuation of several MPO programs, including the Locally Administered Projects Program, the Congestion Management Program, the Mobility Coordination Committee, the Metropolitan Transportation Plan - both maintaining the existing 2050 plan and beginning development of the next 2055 plan - and the Public Engagement Program. The work program also includes funding for several new staff positions that will be added in an effort to continue implementation of the MPO’s Strategic Plan (2021) and Organizational Study (2022).
Several special studies have been included in this work program as well. The MPO will continue work on the update to the MTP Bicycle/Pedestrian element and the anticipated Phase II of the Raleigh-Fayetteville Passenger Rail Study. New studies include, but are not limited to, the Northwest Harnett County Transit Study, an update to the Locally Coordinated Human Services Transportation Plan, a region-wide Safety Study, and MPO participation in several other local planning priorities in Apex, Morrisville and Wake County. The MPO will also provide project management services for the NEPA and preliminary engineering work for the Triangle Bikeway.
Member dues will increase slightly in FY 24 in order to account for the higher volume of work being requested, and to account for the staff additions related to the strategic plan implementation.
Requested Action: Action Recommend the Executive Board adopt the FY 2024 UPWP.
