Each year, the Raleigh Urbanized Area (UZA) is apportioned formula grant funding by the Federal Transit Administration (FTA) for the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities program. Section 5310 funds are available for capital and operating expenses that support the provision of enhanced transportation services to meet the specific needs of elderly persons and persons with disabilities. The City of Raleigh (GoRaleigh) is the federally recognized designated recipient of Section 5310 funding for the Raleigh UZA and administers the program through federal regulations and guidelines and an adopted Section 5310 Program Management Plan (PMP) that lays out the policies and procedures for project selection, funding distribution and administration of projects supported by the funding.
As the designated recipient, the City of Raleigh is responsible for conducting the competitive selection process for Section 5310 funds, but may establish alternative arrangements to administer and conduct the competitive process. CAMPO, as the federally and state-designated metropolitan planning organization for the Raleigh UZA, is responsible for endorsing the designated recipient's 5310 PMP, conducting a public hearing and adopting the Program of Projects from the process captured in the PMP. Presently, CAMPO supports the City of Raleigh in the 5310 Programs Call for Projects and the project selection process.
Both the City of Raleigh and CAMPO desire to memorialize each agencies roles during the 5310 program selection of projects per the attached memorandum of understanding (Attachment B).
Requested Action: Action Authorize the CAMPO Executive Director to execute the MOU.
