DRAFT 2055 MTP Update
Chris Lukasina, MPO Executive Director

Body
An update on development of the 2055 Metropolitan Transportation Plan (2055 MTP/CTP) will be provided. The Metropolitan Transportation Plan is the region's long range transportation plan and includes both a fiscally constrained element as well as an unconstrained vision plan element known as the Comprehensive Transportation Plan (CTP). As such, this plan serves as both the region's federally recognized MTP and state recognized CTP. This plan is required to be updated every four years. A current development schedule has been included as an attachment. Our region's MTP is developed jointly with the DCHC MPO. While this is an ongoing process, a more active phase of MTP development is now underway. The initial development schedule is included below:

Draft 2055 MTP Schedule Overview:
? November 2023 - Begin public engagement.
? January-June 2024 - Pre-scenario analysis
? Fall 2024 - Approve goals, objectives, and performance measures for use in MTP development
? Fall 2024 - Begin alternatives analysis development
? February 2025 - Deficiency analysis.
? Spring 2025 - Alternatives analysis and development of preferred option.
? August 2025 - Finalize preferred option and apply fiscal constraint.
? Fall 2025 - Approve 2055 MTP, pending Air Quality (AQ) conformity analysis.
? February 2026 - Deadline for final 2055 MTP adoption, with Air Quality (AQ) conformity analysis.

The goals, objectives, and performance measures began a review and refinement process in the fall of 2023 that included a stakeholder and public review and engagement phase. As a part of this, a public survey was deployed. The results were shared with the TCC and Executive Board MPO Board meeting in January and February 2024. The overall initial public engagement strategy has been completed and will be updated as needed throughout the 2055 MTP process. A copy of the engagement strategy is included as an attachment.
