Apex Railyard Relocation Study/ Apex to Durham Rail Spur Upgrade Study

In FY 24, the Town of Apex and the Capital Area MPO began a study on the feasibility of relocating the existing rail yard out of Downtown Apex. During the project development and based on conversations with the Rail owner and operator, CSX, it was determined that the original scope needed to change. Due to the limitations of the existing Class 1 Freight run on the current rail, moving the rail yard would be impossible without upgrading the corridor to Class 2 Freight. With this information, the scope of the project was amended in FY 25 to investigate what was needed and cost estimates for bringing the line to Class 2 Freight standards.
The Consultant has developed a review and recommendations on what is needed to upgrade this corridor and is developing the final report that will include a review of existing grant programs that could provide funding. This deliverable is anticipated by the end of the current FY 26 fiscal year and will be released for a 30 day public comment period.
