Mobility Management Program Funding Agreement

The Enhanced Mobility of Seniors and Individuals with Disabilities or “Section 5310” Program award is administered by GoRaleigh and CAMPO to non-profits, private operators, and public agencies providing coordinated transportation services to meet the needs of seniors and people with disabilities. Additionally, FTA 5310 funds can be used to develop Mobility Management Programs, which work to identify the gaps and barriers in public transportation that limit individuals’ ability to access available services. The 2023 Mobility Management Implementation Study recommended hiring a Mobility Manager to develop a regional Mobility Management Program (MMP). CAMPO filled the position February 2024. FTA 5310 funds are set aside prior to the competitive process to support the MMP and Mobility Manager position.
At the program’s inception, the MMP used CRRSAA dollars, which were fully exhausted in FY25 Quarter 2. The FTA 5310 funds were expended beginning FY25 Quarter 2. The FY24-25 contract with City of Raleigh is set to expire September 30, 2025, with funds remaining. In order to exhaust the unused FY24-25 FTA 5310 funds, CAMPO is requesting to amend the current contract to reflect an 18-month extension until March 31, 2027.
Requested Action: Action Authorize the Executive Director to sign and execute the amended grant funding agreement.
