Body
Each year, the Federal Transit Administration (FTA) apportions formula grant funding for use within the Raleigh Urbanized Area (UZA) to a locally selected and federally recognized designated recipient. These funds include Section 5307/5339 and 5340 (a) programs. The City of Raleigh is and expects to continue to function as the designated recipient of these formula grants for the Raleigh UZA. The designated recipient is responsible for coordinating with the other providers of public transportation services in the Raleigh UZA and the MPO to develop a sub-allocation method for distributing annual formula funds received from the FTA. The MPO is required to concur with the designated recipient's annual sub-allocation of formula grants to the eligible providers.

The City of Raleigh (with CAMPO staff assistance) sub-allocates the funds under an adopted Memorandum of Understanding (MOU) agreement. The attached recommended sub-allocation methodology MOU begins with the federal apportionments and allocations to the Raleigh UZA's in FFY 2026 and spans through the FFY 2027 allocations.

After many collaborative meetings with staff from the City of Raleigh, towns of Cary, Apex and Morrisville, JCATS, GoTriangle, Wake County and CAMPO, the partners were able to negotiate a two- year methodology agreement for eligible transit providers. FTA uses the Raleigh UZA to determine population in the federal formula, while this MOU uses the 2020 Census population within the agencies municipal corporate boundaries within the Raleigh UZA to calculate the sub-allocations to more equitably distribute the funds to the transit agencies.
