Triangle Strategic Tolling Study - Contract Approval

The Triangle Strategic Tolling Study will be conducted to create a comprehensive regional tolling strategy for the Triangle region. The Capital Area Metropolitan Planning Organization (CAMPO), along with the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, the North Carolina Department of Transportation and the North Carolina Turnpike Authority desire the development of an implementation plan that outlines a tolling and managed lanes strategy for the region. This includes an evaluation of technology, operational structures, the development of appropriate performance measures to evaluate future tolling decisions, an analysis on the impacts of proposed recommendations on the regional multi-modal transportation network; and an identification of financing and partnering mechanisms for funding the toll road infrastructure and operational/collection requirements.
This study will be managed by CAMPO, and the consultant WSP/Parsons Brinckerhoff, Inc. has been selected to carry out and coordinate the study and provide all partners with recommendations to be presented to affected jurisdictions for review. It is anticipated that extensive public outreach to property owners, local officials, business owners, the general public and other interested parties will be conducted.
Funding for the study has been programmed in the MPO’s adopted FY 2017 UPWP and is also programmed in the MPO’s recently adopted FY 2018 UPWP. A contract for professional services has been developed between CAMPO and WSP/Parsons Brinckerhoff, Inc. to execute the study with the selected consultant.
Requested Action: Action Approve the contract for services with the selected consultant and authorize the CAMPO Executive Director to sign the agreement.
