Wake Transit Implementation: Bus Plan Project Prioritization Framework Policy

As a part of the Wake Bus Plan (also know as the Multi-Year Bus Service Implementation Plan), a policy defining a process for prioritizing bus operating projects (and associated capital needs) over the course of the 10-year horizon timeframe of the initial Wake Transit Vision Plan (through 2027). This policy involves an evaluation framework (quantitative) and a governance framework (qualitative) to allow for a rounded and comprehensive evaluation process. This process will lead to a phased prioritization of bus operations through 2027 to fulfill the original vision of the Wake Transit Plan.
The TPAC recommended the Bus Project Prioritization Framework Policy in January of 2018 as presented in the packet with this item. The TCC recommended the same document at their February meeting.
Requested Action: Action Staff requests approval and adoption of the Bus Plan Prioritization Framework Policy.
