The Capital Area MPO, the Durham-Chapel Hill-Carrboro MPO, and NCDOT/NCTA have embarked on the development of a regional toll study that will identify the feasibility, applicability, and appropriateness of a variety of user pay systems for potential consideration across the Research Triangle region. Recommendations developed as part of this study will be used to inform the development of future Metropolitan Transportation Plan (MTP) updates.

An initial establishment of a Stakeholder Team and conducting subsequent Team interviews, occurred during the week of January 22, 2018 at the Triangle J Council of Governments' Offices in Research Triangle Park.

The results from these interviews were presented at the Triangle Tolling Study Stakeholders Workshop, which was held on Wednesday, March 7 at the RTP Headquarters from 3:00 - 5:00 pm. Also during the meeting, the WSP consultant team reviewed the differences between toll roads and express toll lanes, explained the benefits to a user of paying a toll, the equity of tolling from the perspective of low-income users, and the transit operating benefits of buses using managed lanes as well as featuring the term "virtual busway" to describe the integration of transit and express lanes operations.

Additional items discussed during the Workshop included: (1) Regional Trends and Conditions, as well as (2) Policy Considerations and Potential Performance Measures. The Workshop concluded by presenting the next steps in the Study; which includes the Tier 1 corridor screening process. The results from that process will be presented at the next Technical Team meeting which will occur in June 2018; and the next Stakeholders Workshop will occur in July 2018.
