Prioritization (SPOT) 5.0 - Regional Impact Local Input Point Allocation

NCDOT released the technical scores for all SPOT 5 projects on April 3, 2018 along with the draft list of programmed Statewide Mobility projects. Statewide Mobility projects that are not programmed are eligible for consideration of programming with Regional Impact funds, a process referred to as “cascading”. During May and June, the MPO will assign 2500 local input points to Regional Impact and cascaded Statewide Mobility projects.
The staff developed an original draft point assignment for the 2500 local input points for all transportation modes based on the adopted prioritization methodology and target modal mix. On May 29, 2018 the NC General Assembly release a budget bill that includes language that would prohibit the programming of the Durham-Orange light rail (DOLR) project. In response to this bill, MPO staff developed a second point assignment based on the assumption that the high scoring light rail project would not be included in the State Transportation Improvement Program (STIP) thus allowing additional nonhighway projects to be programmed. The original point assignment is labeled as Plan A in the attachment and includes more points assigned to roadway projects. Plan B is the alternate point assignment if the DOLR is removed from consideration and includes more points assigned to nonroadway projects.

The point assignment has been posted on the CAMPO website for public review and comment. Staff will continue to receive public comments on the point assignment through June 19, 2018. Staff will present all public comments received. The TCC and the Executive Board will be asked to recommend and approve the final point assignment at their respective June meetings.

Requested Action: Action Conduct Public Hearing. Consider approval of recommended Regional Impact point assignment and direct staff to maximize coordination with Division Engineers which may result in point adjustments with Chair approval.
