Transit Asset Management Performance Measures & Targets for State of Good Repair

In its rule making for MAP-21 and the FAST Act, the FTA continues to advance efforts to implement a performance-based approach to planning. In its final rulemaking on Transit Asset Management (TAM), the FTA required transit providers to set performance targets for state of good repair related to their assets by January 1, 2017. A separate planning rule for Metropolitan, Statewide and Nonmetropolitan Transportation Planning required MPOs to establish performance targets not later than 180 days after the date on which the State or providers of public transportation established its performance targets, which placed CAMPO's deadline to set performance targets at June 30, 2017.
The staffs of the CAMPO, transit providers and the state participated in conference calls on TAM. A meeting was held on August 28, 2018 to address the process and specifics of the region's TAM program. TAM 2018/FY 2019 performance measures and targets (Attachment A) were developed through a cooperative process.
MPOs are required to establish regional targets every four years and to reference the performance targets and performance based plans into their TIPs and Metropolitan Plans by October 1, 2018, per 23 CFR 450.324 and 23 CFR 450.326. CAMPO staff, as required, has coordinated with each of the transit providers in our region and the State. The Executive Board approved the Draft agreement between the parties for Data sharing on May 16, 2018.
The parties also agree:
? CAMPO will develop and determine the regional performance measures and targets around the transit provider targets;
? CAMPO will update the regional performance measures annually after discussion with the transit providers and the state;
