Performance Measures and Target Updates

Federal regulations require MPOs and State DOTs to adopt the following performance measures:
• Safety
o Number of fatalities
o Rate of fatalities (per 100 million VMT)
o Number of serious injuries
o Rate of serious injuries (per 100 million VMT)
o Number of non-motorized (Pedestrian & bicycle) fatalities and non-motorized serious injuries
• Pavement, Bridge, and Travel Time Reliability
o Interstate Pavement Condition
o Non-Interstate NHS Pavement Condition
o NHS Bridge Condition
o Interstate Level of Travel Time Reliability
o Non-Interstate NHS Level of Travel Time Reliability
o Interstate Truck Travel Time Reliability
MPOs are required to establish performance targets for each of these measures. MPOs are further required to establish their targets not later than 180 days after the State DOT establishes and reports targets. The MPO can agree to plan and program projects so that they contribute toward the accomplishment of the NCDOT target or develop their own quantifiable targets with a methodology consistent with Federal reporting requirements.
