The DRAFT 2020-2029 State Transportation Improvement Program (STIP) was released in January 2019 and anticipated to be approved by the North Carolina Board of Transportation in June 2019. Since the initial release of the draft STIP, two incidents have occurred that will impact project programming. First, projects originally programmed and anticipated to be funded in fiscal year 2019 have been delayed and must now be included in the 2020-2029 STIP creating an overall funding shortage for Region C. Second, the Durham-Orange Light Rail (DOLRT) project is expected to be removed from the 2020-2029 STIP at the request of the Durham Chapel-Hill Carrboro MPO. The DOLR project is currently programmed with $154 million dollars of Regional Impact funds from Region C.

MPO Staff will present scenarios for how NCDOT might adjust the 2020-2029 STIP based on those two incidents.

Scenario A: NCDOT includes the additional FY19 roadway projects in the 2020-2029, removes the $154 million of funds from the DOLR project and programs the remaining dollars towards the next highest scoring project in Region C. The next highest scoring project in Region C is the CAMPO BRT project from Morrisville to Clayton with a cost to NCDOT of $100 million. In this scenario the BRT project would receive partial funding in the 2020-2029 STIP and the remaining dollars is anticipated to be in the STIP beyond 2029 in post-years. Those remaining dollars would be expected to move up into earlier years in a future STIP. This scenario results in the BRT project being committed with first funding in 2024/2025 and remaining funds being reimbursed to the project sponsor as those funds become available in future STIP years.

Scenario B: To account for the funding shortage to Region C funding because of the FY 19 projects moving into the 2020-2029 STIP, NCDOT removes the lowest scoring projects in Region C. This could be referred to as ...
