Title

Unified Planning Work Program (UPWP) and MPO Self-Certification - FY 22

Shelby Powell, MPO Staff

Body

The Unified Planning Work Program (UPWP) outlines the work tasks and budget for the MPO for the fiscal year. The Draft FY22 UPWP outlines the priority work for the MPO for the period from July 1, 2021 through June 30, 2022. Several special studies that are already underway will continue in FY22, including the Triangle Bikeway Study and the Western Wake Signal System Integration Study. New studies expected to begin in FY 22 are the Southeast Area Study Update and the Mobility Management Program Study. The MPO will also focus time and resources on updating the regional Travel Demand Model, maintaining the TIP, and completing the work on the 2050 Metropolitan Transportation Plan. Other ongoing programs include the LAPP, public engagement, and Wake Transit.

One addition to this version of the FY 22 UPWP that was not in the previous version presented to the Executive Board is the inclusion of funding from partners at RTA and the Research Triangle Foundation to bolster funding on the Wake Transit BRT Extension Major Investment Study, bringing the total study budget to $430,000 instead of the previously-anticipated $400,000.

The MPO’s federally-required self-certification checklist is included in the UPWP as an Appendix.

The Draft FY 22 UPWP will be available for public comment from January 15, 2021 through February 14, 2021, and a public hearing was held at the CAMPO Executive Board meeting on February 17, 2021. Final adoption of the FY 22 UPWP is anticipated in March 2021.

The only comments received during the public comment period were minor administrative adjustments from NCDOT. No comments were received during the Public Hearing. The TCC recommends adoption of the FY 22 UPWP and Self-Certification.
