Body

The Unified Planning Work Program (UPWP) outlines the work tasks and budget for the MPO for the fiscal year. The Draft FY 23 UPWP outlines the priority work for the MPO for the period of July 1, 2022 through June 30, 2023. Several studies that were included in the FY 22 UPWP will continue in FY 23, including the Mobility Management Implementation Study and the Wake Transit Major Investment Study for the western and southern BRT corridors. New priority studies proposed in the FY 23 UPWP include a review and update to the MPO’s Payback Period prioritization metric, Phase II of the Fayetteville-Raleigh Passenger Rail Study, an update to the MTP Bicycle and Pedestrian Element, and the Southeast Area Study Update. The UPWP also devotes time and resources to the ongoing MPO activities that recur annually, such as the administration of the MPO’s Wake Transit responsibilities, the Locally Administered Projects Program (LAPP), general MPO public engagement, maintaining the TIP and MTP, and coordinating with transit agency partners.

 

The MPO’s federal Self-Certification is included in the Appendix of the document.

 

The Draft FY 23 UPWP will be released for public review and comment from January 2, 2022 to February 15, 2022. A public hearing will be held at the February 16, 2022 Executive Board meeting.

 

The TCC recommends approval of the FY 2023 UPWP and MPO Self-Certification.

 

Requested Action: Action Conduct Public Hearing. Approve the FY 2023 UPWP and MPO Self-Certification, pending outcomes from the Feb. 16 public hearing.
